Why Buffalo was susceptible to a severe winter storm

Buffalo faced its worst winter storm in decades over the Christmas weekend. At least 27 people have died, and the city's services and infrastructure have been crippled. The death toll is raising questions about how a major U.S. city, used to getting snow, could see this scale of catastrophe.
