Why are the most vaccinated countries heading into more lockdowns?

<p>Israel. Gibraltar. Iceland.</p> <p>All three countries have jabbed most of their populations.</p> <p>Shortly thereafter, cases spiral upwards and restrictions are imposed with possible lockdowns later this month!</p> <p>What is going on?</p>
