Who is in charge?

Following up on a good discussion last week about who actually is responsible for the various failings of society and government and why is there such a disconnect between the people and our representatives. IMO we have a hybrid situation wherein you don’t have an easily identifiable organization chart where so and so is responsible for disasters A, B, and C; but though attrition, ideological purification over time, and momentum (among other factors) your group becomes hive minded and the need for a rigid top down infrastructure becomes less and less necessary.
