What is Victoria's plan B?

Victoria's intended destination is zero new cases and the ETA is late November, but there are no guarantees. The state is desperately trying to meet a series of new benchmarks, with lower and lower case numbers each month, in order to lift most restrictions before December. But is it achievable?
