<p>The Wyoming Public Service Commission held a meeting in Casper this week.  The goal was public comment about Rocky Mountain Power's proposed rate increase.  There's a few things you need to know about the chairwoman of the PSC; and it sheds some light on the real purpose of the meeting.  Rep Tony Locke joins me to discuss the rate increase.</p>
