All the conservatives voted in the majority, except for Chief Justice John Roberts joining the liberals in their dissent.<br /><br />Back up: Every 10 years, states are allowed to redraw their congressional district maps after the census report. It's often referred to as "Gerrymandering." This is an opportunity for the party in power in the state to add or eliminate Congressional districts favorable to either Democrats or Republicans. <br /><br />For example: In this cycle, states like New York have all but eliminated Republican districts. New York used to have 19 Democrat seats and Republicans had 8. The new map will favor Democrats 22 to 4.<br /><br />In Alabama, the Republican-led government didn't even change the balance of power in its redistricting maps like New York did. It kept it the same: 6 favoring Republicans and 1 favoring Democrats. But Democrats said it was racist that they didn't effectively add a second Democrat seat since the b
