Some say yes with all this split going on. But chaos within a political party is sometimes a good thing.</p><p>The Ohio budget proposal for the fiscal year is due from Governor Mike DeWine by the end of January. It could be as large as 2600 pages. As a reference, the federal budget is 4000 pages. What makes Ohio's budget so large?
