<p>Quincy Mayor Thomas Koch says he will ask the city council for approximately 20 million dollars more to complete the new police station due to rising construction costs.&nbsp; Koch also says a new statue of First Lady Abigail Adams will be dedicated in Quincy Center on November 5th.&nbsp;&nbsp;</p>
