Does the Bible Condone Saul's Conjuring of the Dead?

In 1 Samuel 28, Saul has a strange encounter with the “Witch of Endor.” From my understanding, Saul consults this woman to summon the spirit of prophet Samuel in order to receive advice against the Philistines in battle.
