A Clare developer believes the concrete levy should be scrapped as it will be a barrier to building homes. It comes as precast concrete ready-mix has been confirmed to be included in the government's new concrete levy. The controversial tax, which was conceived to fund the mica redress scheme, was initially supposed to be implemented as part of Budget 2023 but was deferred and reduced from 10% to 5% due to significant backlash. Ciaran Breen of Ciaran Breen Construction says the levy unfairly punishes builders, contractors, developers and homeowners for issues related to mica and pyrite.
