Changing Times Ag WX; Above Normal Winter Moisture; Still 9” Behind for the Year; Active Pattern Continues Into March

<p>A storm system last week brought another .50” to 1” moisture and an active pattern continues this week and next to end February and start March.  The winter moisture is above normal, but we are still around 9” behind for the last 12 months and in drought.  A shot of Arctic air today will be accompanied with and inch or two of snow later today and this evening with heavy snows in the northern plains, ice from Iowa to New England and severe weather on the Mississippi.   Two more troughs and systems will come across the Rockies Sunday night and Monday and again Wednesday.</p>
