<p>The pandemic hasn’t halted much traffic for summer vacationers in some areas of the North Carolina coast. In June, Cape Hatteras National Seashore in Dare County saw its largest number of visitors in nearly 20 years. But even as people come from states with higher COVID numbers, Dare County’s health department has mostly been able to keep COVID under control.</p>
