Admiral Blair, also a National Committee director, discussed the rise of China's technological capabilities, the related strategic challenges, and how a U.S. approach can best balance regulation and collaboration. The discussion and Q&A was moderated by NCUSCR President <strong>Stephen Orlins</strong>. </p>
