Why take phones from refugees?

Going without a phone is most people's idea of hell, and people in immigration detention have more reason than most to feel that way. The Senate is about to decide whether guards will be able to confiscate mobile phones from detainees . So what's the case for changing the law, and what will it mean if those changes go ahead?
