DR Congo elections: Voting marred by delays

<p>Presidential, parliamentary, provincial and municipal elections opened on Wednesday in the Democratic Republic of Congo. Lengthy delays forced officials to extend the voting process, and polling stations that were not able to open on Wednesday will conduct voting on Thursday.</p>
