Women in Western nations have been able to reproduce and give babies up for adoption for centuries, which is an interesting genetic strategy and can assist against the economic hardship that parents face, specifically women. The reality, however, is that adoption has historically included religious groups in secular states and doesn't control for necessary genetic variation within a population. The best answer in the modern world is to create baby farms in which entire city centers are set up to rear children, educate them, and prepare them for life as adults.
